Lock text (on mobile especially) to prevent clicking into keyboard while scrolling back to reread

if you don't pay your bill they put your work into read only mode. So this should be an easy ask to have the user be able to toggle the read only mode. AND if the bill is not paid that feature is locked into the read only mode.
